Disable tab hide function in Properties panel
The hide function of the Properties panel tabs is easy to trigger accidentally, especially when using a pen tablet.
I personally have never wanted to hide these tabs.
I suggest disabling the function or moving it to another location.

For Blender 2.8 I disabled the ability to resize the header by dragging, because it was too easy to do it accidentally. So the only way to disable it became Right-Click menu, Hide Header.
I think we should do the same for this Navigation Bar, so it is possible to hide it from the context menu but not by accident.
You can swap it to the right.
Also i think it might be a good idea to add ability to move it to top. It already work quite well in low window when there is not enough space for all icons, so it could also work in narrow space at the top.
Also hiding action could be just only a button at bottom (also make it bigger size and not that comically small arrow, that a lot of newbie misses), because that action is not really typical "grab to resize", because its just only one size.
