Add loop anywhere and make it possible to add a loop in a mirror way

you can already add loops anywhere.
as nice as this would be, it would add a lot of complexity to the tool as a set of base options- most notably when there's only one loop. I guess ctrl-r-m isn't taken yet. The only issue to doing that, is that mirroring one cut would either make two, lock it to the center, or make two overlapping sets of edges in the center.

I don't think "there's no hotkey available" is a strong reason to otherwise not add functionaly.
