"User Count" icon is bogus and inconsistent

If a datablock has more than one user, that number is displayed in the little shield icon.

But if it has zero or one, NOTHING IS DISPLAYED. wtf?

I'd appreciate it if the devs would give up the idea that all users are either telepathic or have been using Blender for years, and throw us a bone by putting an actual number or "F" in there ALL THE DAMN TIME.

This would serve several uses:

1. It's CONSISTENT. (Look that word up if necessary.)
2. It warns knowledgeable users that they need to make a Fake User for that datablock.
3. It clues new users into the possible meaning of that ambiguous icon, and its possible importance.
