'Sync Visible Range' improvement needed

For all animation editors like Dope sheet, Graph Editors etc. the option to 'Sync Visible Range' is a really good option available. However, it currently has one odd behaviour, that should be fixed.

Currently, if we open the side panels of such animation editors (N or T panels) then the 'Visual Range' shrinks or expands depending on the side panel sizes. This happens even if we have enabled the 'Region Overlap' (Preferences>Interface>Editors>Region Overlap>Enabled)

I think, It should be in sync with other editors irrespective to the side panel size. That is the whole purpose of having the sync range option. It will then be truly useful. Thanks!
