VSE as scene constructor
Traditionally the VSE has been the "clearing-house" of Blender content, why not flip that so you start there?
- Use Grease Pencil to sketch story board
- Generate a scene/strip from the storyboard strip.
- Drag a bunch of assets into the strips so that they append to the scene
- Copy linked assets by dragging one strip onto another
From this master VSE Edit you could define the source scenes as independent .blend files.

@tintwotin: Yes that was a good approach when the loop was available, having multiple scenes available would be very handy! I thought that they were going that way with 2.8? I will leave this proposal up as I am adding the concepts of 1. scene generation and 2. asset handling from within a master VSE sequence.
