Decouple snapping on grab, rotate and scale (and shear?)

I think that we should have the snapping settings decoupled for grab, rotate and scale. I use vertex snapping very often and right now I need to go back to incremental snapping for rotation. Vertex snapping for rotation makes little sense to me.

I have made a mockup of this but I think that all the snapping variants should be relevant to the transform operation so this layout wouldn't make sense as a matrix.

I like it. Can be handy in some specific workflows. But if it have to be implemented - it need to have " Unified " settings checkbox like brush have. Image

Would definitely be nice to separate them, and like with any snapping post, even better if we could set the rotation increments.

Oh and don't hate on the rotation vertex snapping, it lets you do some really cool shit and not something I've seen in other dcc's.

@billyjonsmith: And scaling increments! Don't forget scaling increments

0.1 as it is by default is way too small. I'd rather have it at 0.25 or 0.5, then it would be way more useful. It would be so nice to not have to press minus and 1 when scaling something negatively and instead just snap it in place. So much faster

Also, as a bonus, with auto vertex merging enabled, to merge verticies, you'd just have to scale them by 0. Would be super easy with snapping.
