Separate Frame Rate for Different Layers
Frame rate should be adjustable for Different Layers or timeline and a separate for the output settings so that animators can animate on their desired frame rate and not have to adjust the animation timing while importing. During this time of experimentation with fps and motions I would love it if blender could support a feature where the 2D animators like me can choose to work on 2s or 3s, or at the very least have a preview of what posterized frame rate could look like
This will be especially helpful for frame by frame animators working in grease pencil. This function will be helpful for following functions:
- Animators won't have to use time remapping to see if the animation timing is working.
- Animators can have separate fps for different layers, objects(e.g. Camera) or modifiers
- No need to have longer gaps between keyframes to aniamte on a lower frame rate.
Thank you

Not sure if this is exactly what you're after, but you can already achieve something this by using the Time Offset modifier in the Fixed Frame mode and using a scripted Driver like "frame - (frame % 2)" and settings the influence to the wanted layer.
