Draggable label/value column split in Properties panels

In the Properties editor, every property row is split into a label column (e.g. "Location") and a value column (e.g. "X Y Z"). The current split ratio is hardcoded at 40/60 — the label gets 40% of the width, the value gets 60%.

This works most of the time, but not always. Long labels or values get truncated with "...", and short ones leave wasted empty space.

Proposal:

Make the split between the label column and value column user-draggable. When you hover near the boundary between the label and value, the cursor changes to a horizontal resize cursor, and you can drag to adjust the column width.

Question:

• Should different tabs keep the same label_width ?
• Is label_width persisted in the editor or in the .blend file?
