bpy.ops.transform.rotate --- cursor_transform
For bpy.ops.transform.translate there is a cursor_transform parameter, but for the rotation operator there is no possibility to rotate the 3D cursor.

This would be extremely useful to rotate the canvas for Grease Pencil. Maybe you could add a Grease Pencil tag and Modeling tag as well?
