Add Blender to Winget repository

Winget is the package manager currently being developed by Microsoft. In May 2021, a public release is planned. However, you can add programs to the repository now. It would be very cool if, at the time of release, the blender was, would be ready to follow such a distribution path. Of course, they plan to support microsoft applications. But I would like more flexibility and support for experemental builds in repositories
