optimized texture
we may have an 8k texture but we are not in a closeup scene, so what if blender had the power to scale down the texture resolution to optimize vram usage. is it possible??

That is what mipmap texture formats are for. ( en.wikipedia.org/wiki/Mipmap ) You have one file but the renderer reads only the definition that is needed for the given need.
You can re-scale images already. In the image editor, click image -> resize. If you want to keep the 8k texture too, first duplicate the texture, perhaps the material too and put a suffix like "_8k" to keep track of it. The python api is very powerful, you can probably automate that.
I do want inspection tools to identify heavy elements of blender files, and yes perhaps something like an optimization wizard to non-destructively (backup/restore full quality elements, create/keep track of low quality derivitives) optimize scenes.
