Move Film from Render-Property to World-Property
The "Film" Section is in the Render Properties Tab (Exposure, Pixelfilter and Transparent) . It is related to the World-Properties Tab. You have to use this mostly always with the Worldtab, so it should be there for a faster workflow.

Exposure is not a world setting. It is a render setting.
And having these options under render settings means that one can change them via presets, with other render settings.
