Blender doesn't seem to support RTX cards right now!
Linus Tech Tips YT made a video in which they review the newly launched Nvidia RTX GPUs but when they tried rendering in Blender with RTX they found out that Blender couldn't do it, but Maya and others are just killing it in render time with RTX, so if 2.79 doesn't support RTX please make sure 2.8 does!

Ok the problem its that blender does not run on those cards models at the moment, RTX on OFF aside, its more that probable that its something that its going to be fixed, also Linus mention that its a kernell issue, its more than sure that its going to be patch. Its not related to raytraceing tech or anything like that, just too new hardware. Other GPUs had the same problem at launch with blender in the past, of course those bugs and support was fixed.
IMHO, the real-time rendering of Nvidia RTX will be supported by Blender, if we are lucky and the community will make generous donations and there will also be direct help from Nvidia, not before 2-3 years. Still IMHO, support of RTX cards without real-time raytracing will probably be available before or at the release of the stable version of Blender 2.80, ie in the first quarter of 2019

That seems like great news. Thank you for providing the timestamped video.
Be more specific. What particular features are you interested in having support for?
@Jason van Gumster: I think it can have few usages
@forestgumpovu4:
up to 8x time speed in octane with this new technology , it would be a shame if cycles user cant enjoy it
