default collection number in names
when u create 1st collection it has name "collection 1", 2nd - "collection 2" and etc. But if u rename 1st the 2nd collection need name "collection 1" not 2... in the scene no "collection 1" for create "collection 2".

@drakosha405: Why would You want to name second collection as first?
Eg. You create 5 collections and you name them and then you create collection without name so it would be 6th, Accesable by "6" key. Where is sense to name it "1"?
@Pawel Piotrowski: In all programms (not only for modeling) if u create something its be default(cube / group / light / null etc) if this name have already object start have number in name (cube.001 / group1 /light 1 / null1 etc) why need create "collection 30" if in scane no collection from 1-29?
in 2.8 u can move collection so press 6 for open collection 6 cannot work.
