Icons Themes Option in Quick UI Setup Splash Screen
Add icons themes option in quick UI Setup splash screen for the old and future blender icons themes;
open source software like inkscape lets you change the icons on the quick setup splash screen to past and new inkscape icons, this will help by giving Blender users a choice and helps old users get acquainted fast and have a sense of UI familiarity and customization when theres a massive icon or UI revamp, ultimately making new and old users feel welcomed and have a more pleasant software experience.

The color of icon is the part of themes. It's not need to set the icon's color separately.
If you want change the color of icon separately. Just call official to add more default theme with different color icons.
So.
It is not necessary to provide a separate option to set the color of the icon to put in the startup window
