Change default behavior of view3d.select to TOGGLE
At this moment, if someone is editing a mesh in mesh edit mode the CTRL key can be used to select a object outside of edit mode.
For now, this is used like a shortcut to select objects to hook modifier and similar operations.
The major problem is the "miss click". Sometimes when using CTRL to PICK SHORTEST PATH, the miss click add a object to the selection and a CTRL click do not removes the object, ALT, SHIFT also does not.
It's possible to deselect the object with a CTRL click in the mesh itself, but that's not intuitive and sometimes mess up with mesh selection.
The 3D VIEW > VIEW3D.SELECTED have a TOGGLE option, what makes the CTRL add and remove the object from the selection.
So my proposal is to make the TOGGLE option the default behavior in new Blender releases, this way things will more intuitive.
