Keyboard Shortcuts in Empty Modifiers Panel

It should be possible to assign keyboard shortcuts to items in the "Add Modifier" list. It technically is possible currently but they can only be used when the mouse if over a 3d viewport and they overwrite the keyboard shortcuts of the 3d viewport.

Example Usage: The user manually assigns the B key to the Bevel Modifier. Hover mouse over any empty area of the Modifiers panel and press B to create a new Bevel Modifier. Hover mouse over the 3d viewport and press B to box select.
