Control over VSE Safe Areas colors

Idea : Expose a direct parameter to control colors of Safe Areas in Theme parameters for VSE.

Problem : It seems that now there is no way to directly change color for this overlay. There is a way to slightly change it's appearance by changing VSE Theme Space Window Background , because the overlay have semi-transparent black color, but it's not desirable behavior. View Overlay parameter in 3D Viewport section is expectedly changing Safe Areas only for 3D Camera.
