Random per sample node
A node that outputs a random value between 0.0 and 1.0 every sample in Cycles or EEVEE. This would mainly be useful for temporal effects.
Example usage: Making a simple noise-based blur by using white noise that's randomized every sample, which the temporal accumulation of clears the noise.

Can't you just input #frame into a white noise node position? Or am I not getting what you want?
or what's wrong with the thing in the example?
The way Blender renders a scene, in simple terms, is by rendering it many times (controlled by the sample count) and averaging the result. This is what's called "sampling" in this context.
What this is proposing is a shader node that outputs a random value every sample, so effects that are easier achieved by sample accumulation are possible.
The attached image is only a mockup made through increasing pixel filter width. Normally it would be very visibly noisy as the same noise pattern gets accumulated (I cannot attach an image to show).
Doesn't white noise already do that? I dont get it. This is what people already use to blur things, just as you've done in your example.
Could also be useful for approximating things like dispersion.
