Fix Basic Scale Problem
When scaling you can change between axes if you do not type in a value but as soon as you type an exact value you can't. See video.
Finish blender basic functions before adding/developing new features please.

it is justified. data entry is performed in order. resizing with the mouse is a separate method. but keyboard input requires deliberate action. this function is superfluous
***@mod moder *** You used to be able to do it in the previous version and seems strange to take it out. It makes no difference if you select the Axis before or after.
