What do you mean by "custom"? Do you mean specific to each scenario you listed, or you mean user-made? Do you have something particular in mind?
According to Blender's Humane Interface Guidelines , Pie Menus shouldn't exceed 8 items, at least natively. Addons can be different.
We already have a brush pie menu in sculpt mode:
We also have a contextual menu that shows basic brush options and color picker:
What is the shortcut for that pie menu?
It's W . You can see all pie menus shortcuts by going in menu Edit > Preferences > Keymap tab > search "pie".
Or since most of them are from one addon, you can look in the addon's preferences:
