A no brainer for this one. I hope this gets due support. Up voted.
Not sure if this is exactly the same, but a cutter tool was recently implemented: youtube.com/watch

Shouldn't be that hard to do...if the strokes are on the same plane...it's basically making a boolean and having the eraser delete only the outside part of the stroke. Ever since I saw the new grease pencil,I was thinking..."hmm...could this be used for making 2d inking?".
@okuma_10: if it would be great to clean up the animations!
