Lazy load wheels

Currently it is required for the Extension-Authors to ship third-party Python wheels. Different Blender versions might run with different Python versions. So the Extension-Authors would have to pack all possible wheels for all permutations of Python versions into the extensions archive - making the packaging process cumbersome and the archive size unbearable.

Why not simply provide a way of expressing which Python packages are required and loading the wheels from Python Index on demand?

Maybe as simple as configuring: remote_wheels = [ ("opencamlib", "2023.1.11") ]
