Python: Support Panels for Custom Group Nodes

Blender added support for panels in nodes and node groups some time ago ( projects.blender.org/blender/blender/pulls/110272 ).

However we still don't have support for panels in custom node groups created via Python. We can set panels in the n-panel editor, but we these don't show up in the actual node.
