View 3D Manipulator just visible while pressing a key. Optional
For example, you can see the manipulator while you are pressing the key "V" and scroling with the MMB you can change between grab/scale/rotate manipulator.

What's the value of just seeing the manipulator if you're not able to use it as well? Or is this more of a one-time use thing (e.g. Press to see manipulator, perform transform, manipulator disappears)?
In any case, I'd say that a pie menu is the way to go here (instead of scrolling). And as such, that feature mostly already exists in the Pie menu add-on. It's just missing the "hide manipulator after use" feature.
The idea we have for 2.8 is making manipulators behave like the tool workflow from other apps: You select a tool from the toolbar and instead of executing the command immediately, the corresponding manipulators appear. The previously visible manipulators would disappear.
The transform manipulators used to be a pretty weird thing that's just always there (unless you hide it) for pretty much all operations you do. It should use this new workflow as well. For instance activating the extrusion tool from the toolbar would unveil the extrusion manipulators and hide the transform ones. So this new tool workflow allows the transform manipulators to work better alongside other tools, not as awfully integrated as it is right now. I think that's actually what this proposal tries to resolve too, or at least there is some overlap.
Aww, man... I really like the fact that Blender doesn't [currently] have a tool-based workflow. I absolutely detest the need to explicitly change tools when I'm other programs.
I understand the rationality for the change, but I'm certainly disappointed.
Whew. :)
