Rotate and Scale any edge loop with edge constraint (without changing object shape)

lets say rotating an edge loop from a cone object, without changing the cone's shape. or scaling an edge loop from a mesh but with spesific degree orientation wihout changing the shape.

usage : select an edge loop, press r or s then hold ctrl maybe? or double r or s since double g is already for moving with edge constraint.

Yes, this is useful operation, instead GG each vertex or Knife + Dissolve.

i think the only thing that lagging in blender is modeling a surface that relevance or align to others object surface (surface allignment). i can easily do it in maya, but in blender with 3D cursor its hard, and sometimes its not possible.

thats why all 3D models that made in blender seem so freeform and only align to itself only. not so parallel or perpendicular with others object surface. like maya or 3dsmax the "industry standard's" model which seems integrated between one another so it looks neat. IMHO.
