Limit Grease Pencil Effects per Layer

Currently, GPencil's Effects will apply this effect to all layers of this GPencil. If I want to create a blur effect, I must create a new GPencil to draw.

I hope it can be like Modifiers in the future, allowing selection to be applied to specific layers, which would make things much easier.
