Floating panels does not closed when you click outside them.
Floating panels are always open unless you click to close them (or use a pie menu). This could be a nice behaviour if you work in full screen mode.

This is a nice feature or it isn't a nice feature? I think you mean the latter, but please correct me if I'm mistaken.
In any case, secondary windows aren't modal windows and I don't really think that they ought to be. The problem here is that of the three major operating systems that run Blender, only one properly supports "sloppy" window focusing.
I mean that having a floating window opened as long as you wish is a nice feature. Right now if you click outside the window, it closes but maybe you want to have it opened for a while.
I don't think the window actually closes. It just loses focus and drops in the window stack.
Wait... are you actually talking about a window , like something with a titlebar and is managed by the operating system's window manager, or are you talking about the floating panels in Blender (such as the Last Operator panel that appears when you press <kbd>F6</kbd>)?
Yes, you are right, my bad because english is not my language I have used window and panel as sinonims but I wanted to mean panels, like the Last Operator one you say. :D
Right on. Now we're on the same sheet of music. :)
We had this feature back in the 2.4x days and folks have certainly asked for their return since 2.5 came out. I'd recommend you edit the text of your proposal to clarify the terminology.
