Possibility to disable the reference image frame widget.

Hello. I would like to propose an optional possibility to disable the reference image widget - yellow frame that allows you to scale reference images, because in my opinion it does not work as it should. Perhaps the biggest problem it has is that the widget is active all the time, even if the reference image is not selected, which causes its frequent unintended use. The second problem is that if we use the undo operator after such unintentional scaling, sometimes the reference image does not return to its place (please look at the gif). Perhaps the widget should only work when the reference image is selected? Thx
