Automatic Expansion and collapse of outliner by hovering mouse

It is pretty straightforward that when we mouse over outliner we want to make some changes and hence need bigger space. So blender should have functionality to automatically expand it to have more space and when we left outliner, it should automatically collapse to previous state. It will not cost performance becoz we use outliner not very often.

It's more sense to think about outliner like panel and other this same. Then:

  1. with Tool panel, and other can be these around outliner, options, modificators, models, materials (Especialy - I like the way like Keyshoot, the blender libs around material is litle stupid IMHO).
  2. outliner panel can be easy open/hide by shortcut or call other like in 1

Maybe this rather should be an alternative to ctrl-space so that it's possible to not maximize the entire window but maximize it in a "natural way" (height-wise for outliner or width-wise for timeline). for this to make sense you would probably need a way to "float" views on top of others since the things below an outliner might not have aligned edges.
