View All (frame range) for All Editor Types

Currently, View All (Home key) feature works differently among editors such as Timeline, Graph Editor, Dopesheet..... To be specific, for Timeline, the Home key maximizes the whole frame range, while for other editors instead, it maximizes the keyframe range (like Dopesheet), or strip range (like VSE). However, the same behavior like what it does for Timeline can also be useful for other editors.

So I may suggest to add an optional operation to only maximize the frame range in editors other than Timeline.
