Number key shortcut for collections in Move(M) menu should match actual collection number

In Blender 2.8X, when in M menu, the number key shortcut for collections doesn't match the actual number of the collection. Say, when I want to switch to collection 5, I press number 5 to do so. But when I want to move an object to collection 5, after pressing M, I have to press number 6 to do so, because collection 5 is the 6th item in that menu. This is wrong. Number key shortcut for collections should be consistent in any circumstances.
