Blender 2.8 lost feature!
The ability to produce render layer easily!(later edit)... I have an answer from the developer team, and this is it: " The plan is to replace this with Dynamic Overrides, which have not been implemented yet."

Yeah thats why it's an alpha ^^
it's still there, it's just very well hidden... the visual aspect of it is lost, though. Look for "view layers". .. That's the new name. I find it quit difficult to visualize in my head how the scene is set up (include/exclude/masked)
@Armando Tello: include exclude are there but the include camera visibility and exclude camera visibility and mask per objects or collection is not yet implemented... there will be a dynamic overrides system like Maya software that will replace that.. that will be the greatest news for blender 2.8 better then expected... :)
The 'mask layer' aspect of Blender 2.79 is quite important. To our knowledge and testings, the Maya dynamic overrides do not seem to possess such a characteristic.

This seems more like a bug report than a feature request.
@Jason van Gumster: This is not a bug this is something that is missing from the new version of blender.
@robertandri: If it's something that was in 2.79, but is missing from 2.8 (and not by design), then it's a regression bug.
