Add blender wiki links to tool tips
Blender would have a link in tool tip to specific blender wiki page where is more info about the feature from where you get the tool tip.
So if you don't have any idea of what happens with some button, you hover it with your mouse and if you still want more info, you click the link and open wiki page in your browser.

Tooltips do not work that way - their whole idea is to be closed the moment you hover outside of a button. Tooltips that would get in the way would be quite annoying. That's why the link to the wiki page is under right click > Online Manual.
It can still work almost the same way as they work atm. you just hover out of that dialog. The ideology behind of this is that you cannot scatter all needed elements behind all kind of dialogs around the UI. You need to have all similar stuff behind the same menu / same box / same tab.
That's why if you need help, you find it in only one place, not from several places.
At least if this is impossible, add visible shortcut hint to all tool tips which you can use to open the wiki page without clicking anything.
You may want to split this proposal up. The "re-write all" part of it isn't very actionable without being more specific (and if you're going to be more specific, you may as well file bug reports on developer.blender.org . The manual/wiki link thing is more interesting, though, and more akin to an actual development proposal.
Thank you for commenting. I've now edited this so the "re-write" part is not anymore included in this proposal.
