Slow parent?
Could blender 3 - have slow parent? Or some kind of delay driver? youtu.be/ds3cXTcyIGE this would be lovely feature to have in blender 3. Slow parent could be used for drive other animations.
Also some velocity driver would be lovely feature to make animation (and rigging) more procedural - like make y-axis go up and down when object is having speed/velocity in z or x-axis for example or drive x-axis when y or z-axis is having velocity (global, local, normal). - also wondering could blenders lazy stroke stabilization feature be used in animation some how.
And if this slow parent could be bring back - it could be used for instances? Generate crowds - like follow the leader (multiple characters following leader object with delay)

But according to the video you posted, it's already possible to setup a slow parent in Blender and it seems quite quick to do. So what are you asking for exactly ?
This video is eight years old and the slow parent was removed in the meantime. (while noticing, that your comment is also two years old)
AFAIK if you use a constraint like Child Of or Copy transform, you get the same result by lowering its influence.
