We already have this ability with the Shift+S snapping pie, which is a quicker method that doesn't require playing with snapping settings. We can also already use it as a pivot using the "." and "," pie menus. All of this does not interfere with existing snapping functionality and exists separately.
What would this proposal offer over the existing functionality?

I personally can't think of when I would use that, but appreciate some out there will.
