If you see a message saying "Not Yet Implemented" it means it's already flagged for future development, but for whatever reason is not in this release.
Asking for it when the developer's clearly know about it is just noise, distracting from proposals that the developers don't know about!

if that application,says that the feature is not implemented yet,that means,Blender still needs to be improved,in Softimage,it was possible to select vertex group in explorer,i am not sure,if this is called outliner.

* If it's on the to do list the only thing you can do is wait or work on it yourself (this seems like a pretty trivial addition). Maybe leave a comment somewhere about why you think the feature should have a higher priority. But if it is a known limitation that is planned for the future,

isn't the right place. This site is for new ideas that haven't been proposed before. It's for fleshed-out proposals that can be acted upon.
It isn't even really clear what you're asking for. Do you think of vertex groups as selection sets? That's not what they are. You can use them that way, but that's not what they are. The picture doesn't seem related, and the text itself is "selecting vertex groups in outliner - message not yet implemented" -- what does that mean? Are you asking to implement a message? Or is there a message that it isn't implemented, and you think that's wrong? It doesn't take long to check, but it doesn't take long to clarify either.
Even if this was a suitable subject for a proposal, you'd need quite some work to make it self-explanatory and actionable.
