To quickly turn on and off the modifiers, you need an even layout. When the buttons are aligned, simply drag the mouse cursor with the button pressed. It's not a big deal, but it's nuanced, but it's everyday and frequent.

I think the current layout could work if they were oriented from right to left, that way it would have the benefit of using the whitespace that happened in the suggested design. although it might look a lil bit unusual.
