Option for floating file browser window

That would be awesome to have the OPTION to set the file browser as a floating window instead of fullscreen for those who like to check their scene before doing any opening or saving action.

(I could kinda do it by tweaking the preference editor to file browser so it should be pretty easy to implement ?)

Well I guess it's been taken into account since the new file browser in 2.81 is exactly what I wanted :)

I think what would be even more awesome, is to have the ability to open any editor from the editors drop-down list in a new window just by holding a modificatior key (I guess <kbd>Shift</kbd> is the most intuitive)
