the ability to re-render tiles
so when trying out path guiding i noticed that as more tiles were rendered and there was more path guiding information the visual disparity between the tiles grew.
surely this could be fixed by allowing the user to do something like
tile 1-16 at one sample
tile 1-16 at the next sample sample but in reverse or customized order
repeat this until the desired sample count is reached
also if im being dumb and there is a way to fix this please inform me

Good to note that, since the introduction of Cycles X there shouldn't be any performance gain for dividing your render into tiles. The only remaining benefit should only be when you have a render resolution so big you need to divide it to fit the memory. But for most renders you should have better results with no tiles. That's why the new default tile size is 2048 on a 1920x1080 resolution.
looks like a bug to me if they all rendered to the same sample count. You should probably report it as a bug from blender's help menu.
