MMB to Pan view when Viewport Rotation is locked
With the ability to lock the viewport rotation that was added not too long ago (Sidebar -> View -> View Lock -> Lock Rotation), it's easy to make viewports that act like a 2D editor - but then the very accessible MMB keybind will not do anything on its own anymore - you still have to hold shift whenever you want to pan!
It would be nice if the keybind for rotating the view would pan the 3D view whenever the view rotation is locked. It would feel similar to how you navigate 2D views like node and image editors.
This would be consistent with other areas in blender that act differently when something is locked (e.g. moving a bone that is connected to its parent will instead initiate a rotation)

MMB pan should be the default for 2d and 3d navigation, takes a couple of days to get used to, but it is worth it
