Changing the cursor shape UI improvement

It would be nice for the cursor to change into a hand when hovering over the panel handles in the properties editor; it would better indicate that these panels can be rearranged. Also, when rearrangement is taking place, the hand can turn into a closed hand to indicate grabbing.
