"Arrows" Empty has... no arrows

Small thing but I think the "Empty" menu is a bit inconsistent:

• the "Arrows" empty has no actual arrows, like the "Single Arrow" does
• maybe it should be renamed "Axes", and a new "Arrow Axes" should be created (mix between "Axes" and "Single Arrow" basically)

Or even better, the "Single Arrow", "Arrow Axes", "Axes" and "Plain Axes" could be merged into one single type of Empty with different display properties. The different type of "Axis" empties should still be accessible via the Menu though (technically same type of Empty, but with different Display properties).
