Ruler Improvements: Snap to vertex should take into account modifiers

Currently, the measure tool doesn't seem to take the modified position of vertices into account. Snap-to-vertex when using the measure tool appears to snap to a point near the vertex but not actually on it (granted I'm assuming that the problem here is the modified position)
