Draw Grease Pencil strokes out from a surface for drawing hair, grass etc.

Add an additional option to Stroke Placement, where the first point of the stroke starts on a surface, but then continues out from there in either screen space or along the surface normal.

This is basically the same as setting Stroke Placement to Stroke with Target at First Point, but instead of aligning to other strokes, it aligns to a surface, so should be easy to implement. :)

This would be super useful for drawing things like hair, grass and other things sticking out from a surface in 3D.
