move animation options that need changing often out of preferences and back into the relevant editor.

There seems to be a trend recently of moving various animation options that need changing often, from the graph editor and into the user preferences.

For example the only show selected curve keyframes option: blender.stackexchange.com/questions/299896/only-selected-curves-keyframes-option-gone-in-3-6

More recently in 4.1, the default keying set has been moved to user preferences too, instead of just setting it in the timeline.

It's much slower having to navigate to the user preferences than it is to just enable/disable them in the relevant editor.

the problem is that not everyone needs to change it often. The issue then is that they need to set it again every time they open a new scene. Based on that feedback it was changed

The ideal solution would probably be to have a system that stores settings permanently even outside of the user preferences. That also has its own pitfalls though and we need to be careful with it.
