In the general topic of "we need to support X new file format or codec in Blender", many were requested a few times, and so far we haven't seen any work being done in that regard aside from the VP9 codec.
Now the number one issue you have to consider about including technologies is if your are legally and financially able to do it. In the case of anything provided by MPEG, the answer is : you have to pay a lot of royalties. Which the BF is most likely not able to do, and I suspect they don't want to anyway because they want to promote open source software, which HEVC, HEIC or anything made by MPEG is the opposite of.

Instead of pursuing expensive and closed standards, much better solution for an open source project is to support open ones like AVIF/AV1.
I'm not aware that HEIC is closed and expensive, I thought it's free because there are tons of converters on Microsoft store.
I was asking for it cause I need to read it inside Blender as I often get files from i-phone users, plus the file size is smaller than JPG

Since it looks like you didn't bother to read it, a quote from the article I linked above:
"The Alliance's motivations for creating AV1 included the high cost and uncertainty involved with the patent licensing of HEVC, the MPEG-designed codec expected to succeed AVC.[9][7] Additionally, the Alliance's seven founding members – Amazon, Cisco, Google, Intel, Microsoft, Mozilla and Netflix"
