Camera to View terminology
While in "Camera to View" mode, holding [Shift] displays a guide stating that middle mouse button drag is "Pan View". However, when looking through a camera, that movement actually isn't a pan -- it's a track. A pan is when a camera remains in a fixed position and rotates left to right or right to left.
Additionally, using the middle mouse button by itself rotates the view in a circular orbit. Hence even the MMB by itself offers neither pan nor tilt functionality.
This is a request for a real pan and tilt for the "Camera to View" mode (in addition to the previous invert axes request for this mode). Between those two requests, Blender would obtain a proper cinematographic camera system that leverages the Camera to View mode's ability to keyframe in fewer operations than other camera view modes.

Moving the camera left/right/up/down without rotating is called a 'Truck', not a track.
But you still get my upvote.
Well, technically a truck is a type of track: masterclass.com/articles/how-tracking-shots-work-in-film
Thanks for the up-vote. The closest I've been able to get to a truck/track without using the XYZ fields is to Alt-MMB-click on the camera and then rotate it. It's still a pain though. Perhaps someday...
