over writers
basically scripts that overwrite existing ones lets say you changed something in blenders source code and it fixed a problem but the devs dont have time to fix that problem so overwriters come in play here you export that script to gumroad blendermarket or github where ever you want and people will download it and wont have to complain about problems and errors the problems and errors will be fixed by the community

Except, Blender isn't a bunch of scripts. There are some, the UI and addons are made of Python scripts. But the rest of it is c/c++ that needs to be compiled into the software you use. It's not a simple bunch of text you can plug-in like that.
The real solution would be to make addons in c/c++, but without a c/c++ API (which the BF refuses to make so far), it's not going to happen.
but I'm talking about functionality of features if there is some problem the community can fix it or change change the code to fit their preferences that might help a blender user in rendering or something
this will take a massive burden off the backs of the devs it will be help the small dev team of blender concentrate on new features and second option to implement it is to give addons this ability but I didn't include this Secondary option because addons are meant to add stuff to blender not to fix or overwrite
