When mouse over a tab, show a tooltip which tells what the tab reads

We can have nowadays like 10 vertical tabs in Blender editors. Those tabs are now the official UI system for organizing the content in Blender. However, if you have such amount of tabs, the name of that tab gets clipped and you have no idea what it reads. Also, vertical text is hard to read even if it not partially clipped. So my solution is to have a tooltip which tells the whole name of the tab when you are hovering with a mouse on that tab.
